We propose that European Union progressively introduce environmental and social criteria for market access, forcing businesses to prove that the most elementary international conventions were respected in their production and transport processes. The principle of qualified market access is an intermediary solution between deregulated free trade and economic protectionism. If it is implemented progressively and accompanied by measures permitting developing countries to adapt (with assistance through technology transfer, etc.), it would begin a “race to the top”, and encourage a transformation of entire supply chains.
