We call for the consultation of citizens prior to decision-making. Knowing the opinion of citizens is a necessary precondition for making strategic political choices, particularly with respect to those decisions concerning priorities in innovation and the dissemination of new technology. In these instances, it is highly important to gather the opinions of citizens unfettered by conflicts of interest.
